When disaster strikes, communities save themselves first
The problem
During floods, cyclones, and other emergencies in Bangladesh, lifesaving resources such as boats, pumps, generators, rescue teams, and medical supplies are often available within affected communities, but there is no reliable way for nearby residents, volunteers, or rescue teams to discover them when they are needed most. As a result, valuable resources remain invisible beyond their owners' immediate social circles, while emergency responders waste critical time searching for assistance or duplicating efforts.
Resource owners are also reluctant to publicly share their contact information due to privacy and security concerns, making community resources even harder to locate during crises. Volunteers and local responders lack a trusted, organized system to identify available resources based on location and coordinate their use efficiently. Existing digital platforms are designed for buying, selling, or general communication-not for emergency resource coordination.
Consequently, lifesaving resources remain underutilized, rescue efforts become fragmented, and communities lose precious time during disasters when rapid, trusted, and location-aware coordination can save lives.
The solution
The proposed platform creates a trusted, community-driven resource coordination network that enables lifesaving assets to be discovered and mobilized quickly during disasters. Instead of relying on word-of-mouth or social media, it provides a structured system where community members can register resources such as boats, generators, pumps, rescue equipment, ambulances, medical supplies, shelters, and skilled volunteers before disasters occur.
Resources are organized according to Bangladesh's administrative hierarchy (District → Upazila → Union → Ward → Village), allowing responders to locate nearby assets with precision. A location-aware map displays resources based on their pinned locations, enabling volunteers to quickly discover nearby assistance, visualize resource distribution, and navigate to the required location. During emergencies, verified volunteers can search and filter resources by category, availability, capacity, and location, ensuring the closest and most appropriate assistance can be identified within minutes.
To encourage participation while protecting resource owners, the platform follows a privacy-first approach. Resource details remain visible for discovery, but owners' contact information is never publicly exposed. Contact details are revealed only to verified volunteers during an active emergency, preventing spam, misuse, and unauthorized access while ensuring rapid communication when it matters most.
A verified volunteer or moderator can activate an emergency for a specific administrative area or a radius around an affected location. Once activated, all resource owners and moderators within the affected region receive instant notifications, enabling them to prepare, respond, or make their resources available without delay.
The platform also provides a complete request lifecycle. Volunteers can request a resource, owners can accept or decline, and both parties can track the request until the mission is completed. This ensures transparency, accountability, and efficient coordination throughout the response process.
Moderators receive area-specific dashboards to monitor available resources, active emergencies, and ongoing requests, while administrators gain nationwide insights into resource distribution, emergency activities, and community participation. These analytics help identify resource shortages, improve disaster preparedness, and support evidence-based planning.
By combining location-aware resource discovery, privacy-preserving communication, verified volunteers, and real-time emergency coordination, the platform transforms scattered community assets into an organized emergency response network. This enables faster rescue operations, reduces delays in locating critical resources, and empowers communities to coordinate effectively during the crucial first hours of a disaster.
